AUTOMOBILE CLUB BY-LAWS
ARTICLE I
-MEMBERSHIP, DUES, VOTING & INSURANCE WAIVER
SECTION 1 MEMBERSHIP
Section 1A ELIGIBILITY &
APPLICATION
Application
for membership shall be in written form and presented to any Officer of the
Club. An initiation fee of $75.00 will be charged for all new membership
applications. The initiation fee may be paid in two (2) installments with
$25.00 due with the application for membership, and the last $50.00 due two (2)
months after application. Membership will become effective upon payment of the
initiation fee (or first installment) and the current year's dues.
Memberships
will be terminated when dues become more than thirty (30) days delinquent (on
August 1). A delinquent Member will be given a total of sixty (60) days (until
September 1) to reinstate his/her membership, but after that interval he/she
shall pay a Late Fee of $15 plus the dues normally paid by a new Member for the
current year. Any Member who moves away from the GSFC area because of an
employer-initiated personnel action (transfer, RIP, contract canceled, etc.)
and returns to the Goddard area at a later date shall be allowed to reinstate
his membership without payment of the Late Fee.
Membership
in the Club may be maintained after separation from Goddard (retirement,
resignation, transfer, RIF, etc.) as long as the member remains current in
his/her dues and his/her membership is not terminated for cause.
Only
one membership per family will be required, permitting husband, wife, and
children under eighteen (18) living at home to make use of the Club's
facilities and services as long as a GSFC-badged Member is present, in
accordance with prevailing GSFC Security policy. Children eighteen (18) or over
and living at home will be eligible for and required to apply for their own
membership in order to use the Club's facilities. The initiation fee for these
children is waived.
Section 1B SUSPENSION OF
PRIVILEGES
Any
Member's use of Club facilities can be immediately suspended by a majority vote
of the Officers (and Trustees in case of a tie) to terminate his/her membership
for cause. The period of suspension shall endure from the day following said
voile to the day after the next scheduled General Meeting, where a quorum shall
vote the resolution to remove that Member in accordance with the terms of this
Article. The period of suspension should not extend beyond a ninety-day
(90-day) interval, and the Officers shall, if necessary, schedule a Special
Meeting of the Members where the matter shall be voted as the first order of
business. During the period of suspension, the suspended Member shall be given
a hearing before the assembled Officers and Trustees, and subsequently an
investigation into the validity of all charges and defenses shall be conducted
by the Officers and reported at the General/Special Meeting where the
vote-to-remove will be held.
Section 1C TERMINATION AND
REMOVAL FOR CAUSE
A
membership may be terminated for cause if the member (or members of his/her
family) refuses to obey Club rules for use of the facilities, removes tools or
equipment from the Club's facilities without the prescribed approval or refuses
to return them within a reasonable time, or is guilty of negligence resulting
in damage, endangerment or destruction of any of the Club's facilities or tools
for which full restitution is not made within a period of time to be prescribed
by the Club's Officers. It shall also be cause for termination for a Member to
slander or libel another Member or to disseminate libel against another Member
or this Organization or to engage in other equivalent dishonorable conduct
which damages the Club, its Members, and its interests. Once a membership has
been terminated for cause it can be reinstated only by a two thirds (2/3) vote
of the entire membership.
A
two-thirds (2/3) vote of the Members at any meeting of the Club where a quorum
is present will be required to remove a member for cause. Any resolution to
remove a member for cause must be made by an Officer of the Club after an
investigation establishing the validity of the charges made against the member
has been conducted.
SECTION 2 ANNUAL DUES:
Membership
dues will be $25.00 per year beginning on July 1st and ending on June 30th.
Dues for a person applying for membership after January 1st shall be reduced to
one-half (1/2) the annual rate for the balance of the current fiscal year. Dues
assessed at the beginning of a fiscal year shall be applicable for the entire
year. Proposed changes in dues must become effective on the first day of the
dues year (July 1st).
Any
resolution to change the Club's dues must be made by an Officer of the Club.
Resolution to change the Club's dues must be (1) read in their entirety at the
two previous meetings and at the meeting at which a vote of the Membership is
called, (2) non-amendable after the second reading, and (3) brought to the
attention of all members by written notice at least twenty-one (21) days prior
to the meeting at which the vote is called. The written notice to the Members
shall contain a copy of the complete resolution and the ballot on which the
Member's vote is to be cast. Each ballot must be signed by the Member. Failure
to return a ballot to the Club's Officers during or before the meeting for
which the vote is called will be considered as a vote for the proposed dues
change. A simple majority of votes is required to defeat a proposed dues
change.
SECTION 3 VOTING:
The
Members at large may vote resolutions of policy, expenditures, discipline, and
elections of Officers by their presence at and participation in a duly called
General Meeting or through absentee ballot, which shall be drawn to a specific
issue or candidate, shall bear the signature and current Membership Number of
the absentee voter, and shall be delivered to the Secretary or Election
Official at any time prior to the actual vote, provided a Quorum is present. A
Quorum shall exist when at least twenty-five percent (25%) of the Members in
good standing, including absentee ballots and at least two (2) Officers, are
present for the purpose of conducting a duly called vote or election. All
voting shall be restricted to dues-paid Members in good standing, each Member
having one (1) vote. All duly called votes on issues and elections where at
least one absentee ballot has been properly submitted shall be carried out
precisely as announced and without amendment. In the event of a failure of a
specific proposal, disqualification, mooting or other equivalent decision on
the merits, the Quorum shall continue framing or amending the issue or
nominating the candidates until a final resolution is reached. All absentee
ballots shall be set aside for these subsequent proceedings and not counted in
any vote unless the dearly expressed intent of those ballots remains materially
relevant to the amended form of the issue or candidate(s) being voted. Disputes
as to the intent and relevance of absentee ballots to be counted shall be
resolved by the Quorum immediately before the casting of votes on amended
issues. All non-election absentee ballots shall be made available to the
membership after the vote for routine inspection; said ballots shall be
retained by the Secretary until the next General Meeting.
SECTION 4 INSURANCE WAIVER:
The
Goddard Automobile Club is an Independent Organization recognized in 1972 under
the terms of the Constitution and By-Laws of the NASA Exchange/ GEWA. The Club
is incorporated in the State of Maryland as a Nonprofit Corporation and Waives
GEWA's Civil Liability Insurance on behalf of all Club Members engaged in
activities at the Garage (Building 95) and all Officers administering the
business of the Club. No accident or property-loss insurance is carried by this
Organization, and every User recognizes that he/she enjoys access and operation
of Facilities at his/her own risk. Each Member attests to this recognition via
personal signature on the Application for Membership.
SECTION 5 GUEST AFFILIATION
Guest
Affiliations will be granted by a majority vote of the Executive Council to
individuals who are not eligible for GEWA Membership subsequent to the Guest's
meeting all application, dues, and fee requirements of these By-Laws. Guests
shall have full privileges and responsibilities of membership, with the
exception that they shall not vote on or initiate any matter of Club business
or policy. Provided that at least one GSFC-badged Member is present, Guests
shall have full access to the Garage (Building 95), except that Guests should
defer to Members in priority of usage when appropriate.
ARTICLE II -DUTIES OF OFFICERS
SECTION 1 GENERAL DUTIES
The
duties of the President, Vice-President, Secretary, Treasurer, and Facilities
Chairman shall be the efficient management of this Organization. To this end,
each Officer shall be provided with his/her own personal set of keys and
combinations to the Garage and its various locked systems and facilities for as
long as (s)he remains in Office.
SECTION 2 SPECIFIC DUTIES
The
Secretary shall draft and distribute Club correspondence and shall retain and
manage the archives and current records of the Club, including tool/equipment
manuals. The Treasurer shall manage the income and disbursements of the Club
and shall maintain a budget, including history and trends. The President shall
provide fundamental leadership, represent the Club to all external entities,
and in concert with the other Officers, shall administer all other aspects of
the Organization, including the maintenance of the Garage, grounds, parking
lot, and Club tools/machines.
SECTION 3 EXECUTIVE COUNCIL
The
Executive Council shall comprise all Officers designated in Article IV of the
Constitution and shall be convened by the President at least one time every 2
months to discuss the affairs of this Organization. Any Officer may invite a
Trustee(s) to any of these meetings for any reason.
SECTION 4 OPERATING RULES
To
provide for the safe, secure, and orderly operation of the Club and its
facilities, Operating Rules may be propagated by majority vote of the Executive
Council. Such Rules must be posted at the Garage within 24 hours of enactment
and, depending on the circumstances, the Officers shall notify each member
personally. New Rules should be ratified at the next General Meeting.
ARTICLE III -ELECTION OF
OFFICERS
SECTION 1 SPECIAL CASE FOR
RE-ELECTION OF INCUMBENTS
REPEALED.
SECTION 2 ELECTION PROCEDURES
Elections
shall be held yearly in June. An Officer must be elected by a majority of votes
of the Quorum and the Absentee Ballots submitted by polling time. Voting by the
Quorum shall be by secret ballot, and Absentee Ballots shall not be examined by
anyone other than the individuals serving on the Election Committee. In case of
a tie between the top two nominees or a case of no nominee receiving more than
50% of the vote (a simple majority), additional votes (run-offs) will be
conducted between the two candidates with the highest numbers of votes
(including valid Absentee Ballots), and the winner shall be the one with a
simple majority. If an officer who has held two successive terms by election
receives a simple majority votes of the first ballot- and, it on the next
ballot he does not obtain the required three fourths (3/4) vote, his name will
be dropped. In this event a new list of nominees will be voted on.
SECTION 3 TERM OF OFFICE
The
officers shall serve for one year (beginning in June), and should any office
become vacant, a temporary appointment shall be made by the remaining officers
for the rest of the term.
SECTION 4 WILLINGNESS TO SERVE
AND PLATFORMS
A
Member's name may not be placed on the ballot unless he indicates to the duly
formed Election Committee his willingness to serve if elected and submits a
platform, agenda or some other form of statement which outlines the unique
manner in which he intends to work for
this Organization in the position(s) designated.
SECTION 5 ELIGIBILITY FOR
OFFICE
All
Members in good standing and who are current with their associated Club fees,
if any, shall be eligible to run for Office. These Members shall make
arrangements to run for Office(s) with the Election Committee, whose names
shall be communicated to the Membership by the Officers at least twenty-one
(21) days prior to the Elections.
SECTION 6 ELECTION COMMITTEE
Each
year, the President shall form an Election Committee pursuant to Article IV of
these By-Laws. This Committee shall consist of at least three (3) Members who
have determined not to run for Office that year. This Committee shall plan,
organize, and conduct all aspects of the nomination and election and shall
insure that all five (5) Positions are filled by the prescribed process by the
end of the announced Elections. This Committee shall be empowered to request
and receive from any Officer or Member listings, reports, summaries or any
other form of information reasonably needed to carry out its mission.
SECTION 7 MEMBER-INITIATED
ELECTIONS
If
the Officers have not arranged for Elections by the fifteenth day of July,
except in the case of Center emergency, any Member in good standing shall have
the right to protest the failure to the GEWA Council and institute the process
himself by duly forming an Election Committee and making physical arrangements
for the Elections, including the 21-day notice, to take place as soon as
possible.
ARTICLE IV-COMMITTEES
Special
committees may be created and appointed by the President. All Members of the
Organization are eligible for service on committees.
ARTICLE V-MEETINGS
General
or Special Meetings of the Organization shall be at times that are determined
by the assembly at a previous Meeting or by the Executive Council.
ARTICLE VI -RULES OF ORDER AND
PARLIAMENTARY AUTHORITY
SECTION 1 ORDER OF BUSINESS
The
order of business for each Meeting shall be by Agenda, which shall be published
by the Officers in advance as part of the notice of the Meeting. The Officer
designated to chair the Meeting shall have authority to alter the order of
topics, except for Special Meetings (e.g., Article I, Section 1B) where the
principal topic shall be addressed first.
SECTION 2 ROBERTS RULES
Robert's
Rules of Order shall be the authority on all questions of procedure and
parliamentary law not covered by these
By-Laws.
SECTION 3 SETTLING OF DISPUTES
Internal
disputes among Members over such matters as reimbursement, compensation, abuse
of discretion, negligence, interpretation of rules, and so forth shall be
resolved as a matter of first resort in a forum composed solely of Members in good standing. The
parties shall have the option of selecting a forum appropriate to the magnitude
of the core dispute: i.e., General/ Special Meeting, Executive Council Meeting,
random selection of arbiters, and so forth.
ARTICLE VII -AMENDMENTS
These
By-Laws may be amended by a majority vote in a duly assembled Meeting, a Quorum
being present, provided that notice of the proposed amendment has been given at
the preceding Meeting or distributed at least twenty-one (21) days prior to the
Meeting.
ARTICLE VIII -WORK REQUIREMENT
SECTION 1 ONE MEMBER PER BAY
In
any bay or at any work area in or around the Garage (Building 95 and
surrounding area), there shall always be at least one Member present and
engaged in the ongoing work project or vehicle repair/modification. Nonmembers
and guest-mechanics may only assist Members on a single project or vehicle at
any one time.
SECTION 2 NO PROFITEERING
Pursuant
to ARTICLE II of the Constitution, no member shall be permitted to profit
financially or in any other material way from the labor or expertise he
provides for others at the Garage or on behalf of the Club.
SECTION 3 CLASS A RULES
Class
A Operating Rules are to be heeded by all members and their guests at all times
of Garage operation. These are Rules of major importance to the Club and are
typically propagated by external entities (GSFC, GEWA, OSHA, EPA, et al.) or
are necessitated by concerns of fundamental security, safety, and physical
limitations of equipment. Class A Rules are thus generally not debatable or
changeable.
SECTION 4 CLASS B RULES
Class
B Operating Rules are to be heeded as for Class A Rules. However, Class B Rules
are less critical in nature; they derive from concerns for orderly operation,
common sense and courtesy, and convenience. Class B Rules can be waived in
emergency or unusual situations upon concurrence of at least one Officer. These
Rules may be created, suspended or modified by a majority vote of a duly
convened Assembly at any time and without prior notice and publication.
SECT ION 5 DUES REDUCT ION
Members
who make tangible volunteer contributions to this Organization in excess of 25
hours may elect to have their efforts certified in writing by a majority of the
Executive Council toward the full or partial reduction in annual dues for the
next fiscal year (only) at the rate of $1.00/hour for each additional volunteer
hour contributed over the 25-hour base. Neither credit nor cash will be
extended to any Member who exceeds the number of volunteer hours which reduces
his/her dues by the amount of the annual dues in effect for the next fiscal
year.
SECTION
6 MANDATORY WORK OR PAY
Each
Member shall contribute at least one (1) hour per year of assigned volunteer
time toward the repair/ improvement of the Garage and/or grounds. Such
volunteer hours shall be documented by the Club Sign-In Sheet and reported to
the Executive Council. Members who choose not to commit time or talent to
improve the Club shall pay a $20 User Fee to the Treasurer before being
permitted to renew Membership for the next fiscal year.
ARTICLE IX-MISCELLANY
SECTION 1 MARK-UP ON DISCOUNT
ITEMS
A
nominal fee (minimum 5% of the value of the item purchased) may be levied on
any items purchased at a discount for resale to Members.
SECTION 2 TREASURER'S REPORT
A
brief Treasurer's Report to the Membership shall be made at each General
Meeting by the Treasurer or other appropriate Officer.
SECTION 3 USE OF FACILITIES
Use
of all Club facilities or privileges shall be limited to fees/dues-paid Members
in good standing. For a maximum of ten (10) days per month and six (6) hours
per day, the Executive Council may reserve Bays 2 and 3, along with appropriate
furniture/ facilities, for use by Non-Members for their meetings or classes,
provided that:
a) Compensation
for the Club is secured from the outside group to pay for the access to the
Garage and for Members' temporary restriction therefrom;
b) Detailed
notice is posted or published at least 72 hours before the event;
c) An
Officer is present at all times to serve as escort for the outside group and as
arbiter in case of Members' last-minute conflicts with the event; and
d) Courses
taught by an outside person (such as an expert on automotive repairs or
maintenance) are included in the 10 nights per month.
SECTION 4 LOST OR DAMAGED
EQUIPMENT
Any
Club equipment lost or damaged by an individual Member will be his
responsibility, and he or she must pay for or replace it.
SECTION 5 SCHEDULE OF
AUTHORIZATIONS
The
Schedule of Authorizations for Club expenditures shall be classified according
to both purpose and dollar amount as follows:
1. $50.00
or less by any Member for either repair/replacement (R&R) or upgrade of
Facilities with the prior approval of the President and/or Vice President.
2. $50.01
to either $400.00 or three percent (3%) of the Treasury, whichever is less, by
any Member for the R&R or upgrade of Facilities with the prior verbal
approval of a majority of the Officers, including Trustees in case of a tie
among the Officers.
3. $400.01
or more, including all requests for loans/grants, by any Officer for any reason
with the prior approval of the General Membership through a duly conducted
vote.
SECTION 6 AUTHORIZATION FOR
CHECKS
The
President or Treasurer shall be authorized to sign checks for Club
expenditures.
SECTION 7 PURCHASES BY THE
CLUB FOR MEMBERS
Any
purchase made by the Club for an individual Member shall be paid for in advance
by that Club Member.
SECTION 8 PARKING/STORING OF
VEHICLES
A
Member in good standing may park/store only one vehicle in the designated areas
around the Garage as long as he makes steady
progress on the repair or modification of that vehicle and as long as the following fees are timely paid:
$10.00/month for the
first two (2) months,
$20.00/month for all
subsequent months.
SECTION 9 CLUB
TELECOMMUNICATIONS
As a
service totthe Membership and the local community at large, this Organization
shall be empowered to establish and operate any of a number of automated
dial-up systems, including a news hotline, tech-assist line, bulletinboard
service, WWW/Internet home page, and security/alarm system at the discretion of
the Executive Council.
GODDARD
AUTOMOBILE CLUB OPERATING RULES
1. BAY DESIGNATION (Class B
Rules)
Bays
are to be used on a first-come, first-served basis by signing the log. The bays
will be designated as bay 1, 2, and 3 proceeding from the left to the right
facing the building.
a. Bay
1 contains the 4-point lift.
b. Bay
2 contains the drive-on lift.
c. Bay
3 is a general purpose bay.
d. The
FRONT ROOM is for general purposes but should be kept especially clean for
engine-assembly.
e. The
BACK ROOM contains Lockers for storage of personal tools, supplies, and
valuable parts.
f. The
ATTIC and COMPRESSOR ROOM are utility areas and should not be used for storage
or operations.
g. The
REMOTE METAL SHED is for parts and flammables. The Key is kept in the Table drawer closest to the
Front-Room Garage Door.
2. SIGN-IN
a. The
Garage Key (only one exists aside from Officer's keys) must be checked out at
GSFC Security, Main Gate; a valid Membership Card & Photo ID are required.
The Key must be returned to Security at
the end of each session or for
work-in-progress absences over 30 minutes. A note - giving the user's name,
departure time and expected return timed should be left on the outside of the
Garage door to notify other Club Members and Security. (Class A Rule)
b. All
Members must sign-in on the log provided
before beginning any work. Any Member found violating this Sign-In Rule
will:
1st BE GIVEN
A VERBAL WARNING.
2nd BE GIVEN
A WRllTEN WARNING.
3rd
BE SUSPENDED AND REFERRED TO THE MEMBERSHIP FOR REMOVAL FROM THE CLUB.
Additionally, Members found in
violation of this Sign-In Rule will forfeit their right to use the Facility for
the rest of that day and be requested to leave immediately. (Class B Rule)
c. If
a Member who signed out the Key from GSFC Security is leaving the Garage while
another Club Member is present, he may sign over responsibility for the Key to
the other Member. This is accomplished by both Members signing the appropriate
place in the "Sign-Over Log Book" kept in the Front Room of the
Garage. Officers alone are exempt from checking out, transferring, and
returning this Primary Garage Key to Security. (Class B Rule)
3. PERSONAL SAFETY (Class A
Rules)
a. The
"Buddy System" is enforced by GSFC Security: Members should make provisions to eliminate the
possibility of anyone working alone inside the Garage on any project which
involves substantial personal risk; e.g.,
welding, engine removal, working under an elevated vehicle, etc. A buddy is any
other responsible person capable of using the telephone in an emergency. The
buddy system is not necessary for
Members who will be washing a car, cleaning up the Garage, making minor vehicle
adjustments, washing or fabricating small parts, "benchwork," etc.
b. All
vehicles elevated by jacks shall be further supported by appropriate
jack-stands before and during any under-vehicle operations.
c. If
the fire extinguishers, first-aid kit or eye-wash bottles are used, call one of
the Officers so that they can be refurbished.
d. Individuals
engaged in vehicle or Garage repairs shall not consume alcoholic beverages of
any kind.
4. STORAGE & PARKING
a. No
vehicles will be stored in the garage overnight. All vehicles left on the
premises unattended shall be moved to an appropriate parking place. Cars parked
on the lot more than overnight shall have a valid parking permit (obtained from
the Club Parking Administrator). Cars parked with expired permits or without
permits may be removed at the owner's expense after a 72-hour grace period.
(Class A Rule)
b. Large
automobile parts (engines, transmissions, etc.) may be stored in the building
for reasonable periods of time (LESS THAN 30 DAYS) while they are being
repaired or stripped for parts. All parts stored in the facility shall have the
date and owner's name prominently displayed on them. Unfinished assemblies and
parts for near-future restoration shall be stored in the Remote Metal Shed
only. (Class B Rule)
c. The
Club Will assume no responsibility for cars or parts left at the Facility
unattended. Vehicles and parts which are not properly identified and/or are in
violation of the Club's storage rules may be disposed of by the Club Officers.
(Class B Rule)
d. The
term "steady progress" utilized in Article IX, Section 8 shall be
understood as meaning at least ten (10)
hours of work during a one-month period, wherein said ten hours shall be
devoted either to the repair, modification or restoration of the parked project
vehicle or to the material
advancement of one or more of the posted Garage Volunteer Projects. Failure to
make such steady progress on a parked vehicle and/or failure to timely pay the
required fees shall result-- after at least one informal attempt to produce
compliance by any Officer-- in the transmittal of a 72Hour Notice to the
delinquent Member. That Notice shall contain at least the vehicle's date of
arrival, the total fees owed to date, the work deficit incurred for the past
month(s), and the terms required for the Member to come into compliance with
our By-Laws and to avoid the impoundment or salvaging of his vehicle(s) off
Center.
5. EMERGENCY (Class A Rule)
In
case of an emergency, call the Guard-House (Bldg. 9) at
6-8661... and/or dial 112 (Trouble Desk).
6. OPERATING HOURS (Class A/B
Rule)
The
Facilities are open daily on an around-the-clock
basis according to the needs of Club Members. (Class B) However, certain
machines' tools, work areas or the entire Garage shall be declared off-limits or restricted completely for
appropriate periods of time by either the President or the Facilities Chairman
in special emergency circumstances where the safety of persons or property may
otherwise become jeopardized or to avert large-scale waste of resources or
damage to Facilities which could reasonably be expected to occur; such
circumstances include the following:
a. the loss of electrical power,
b. the loss of telephone service,
c. major construction,
d. complex repairs or additions to
Facilities, and
e. formally declared national or
GSFC emergencies.
Such
restrictions or closures shall be overtly posted, published, and/or announced
both in writing and electronically by one of the Officers.
Any
Member who violates, bypasses or defeats a duly posted restriction or lockout
of Facilities shall be liable for immediate suspension and removal for cause.
(Class A Rule)
7. TRASH (Class A Rule)
All
trash, old parts, etc., shall be disposed of by the Member who generates it.
Inside cans are provided for this purpose as is an outside metal dumpster.
Inside cans should be dumped into the outside dumpster by the Member who fills
the can to or beyond the halfway point. All boxes, exhaust pipes, etc. shall be
broken down so as to fit fully inside the dumpster. Do not leave refuse on the
grounds or in the Garage. Do not place
bricks, concrete, cylinder heads, engine blocks, tires, fluids (flammable or
hazardous) or batteries in any of the trash containers provided. Contact a Club
Officer for further instructions for these materials.
8. EXHAUST GASES, including
FREON & TOBACCO ASH
a. Exhaust gases from vehicles operated in
the bay areas shall be vented either with the exhaust hoses provided by the
Club or by a fully open bay door immediately behind the tail pipe of the
vehicle. In all cases, the vehicle shall be run for minimum periods of time.
(Class A Rule)
b. All diagnoses, charging, and repairing
of automotive air-conditioning systems that involve the discharge of R-12 into the air or which involve the use of
equipment which is not certified by
the EPA for refrigerant handling are strictly
prohibited. The only exception is the use of solid-state freon-leak
detectors. This prohibition shall be enforced by the GSFC Environmental
Section, and any fine assessed this Club and/or the Center shall be the sole
responsibility of the actual original offender(s) for payment. Should any fine
or fraction thereof actually be levied against this Club--directly or
indirectly—as a penalty for violating the Clean Air Act, the Member(s) who
proximately caused the alleged violation and/or the penalty itself (i.e.,
informants who circumvent internal, Clubaccountability methods) shall be immediately suspended from Membership
pending ordinary removal procedures. (Class A Rule)
c. The personal smoking of tobacco
products is permitted inside or
around the Garage Site as long as all of
the following three (3) conditions are being met:
i. No lighted element is taken within a five-foot (5') radius of an open car
hood where a component of that car's fuel system is being examined or repaired,
the Varsol Parts-Washer, the outdoor Misc Solvents Drum, or any vehicle on an
elevated Car-lift whose fuel tank, gasline or undercarriage filter is being
serviced;
ii. No butts or other smoking paraphenalia are discarded on the Garage floor or
grounds; and
iii. No other Member present at the time of another's
smoking objects to said smoking.
(Class B Rule)
9. BATTERY CHARGING (Class A
Rule)
Battery
charging may be performed in the bay area or outside the Garage. A Member shall
be present at all time during a battery charging operation, and he shall ensure
that at least one window is completely open.
10. ELECTRICAL CORDS (Class A
Rule)
Only
insulated cords and drop-lights shall be used in the bay areas.
11. HAZARDOUS EQUIPMENT (Class
A Rule)
The
Car-lifts, welder, or other intrinsically
hazardous equipment shall be used only by individuals who have demonstrated
to the Club's Officers their proficiency in the use of such equipment. In the
case of the Point lift in Bay 1, specifically, a vehicle may be placed on the
lift only after the center of gravity is determined (see chart or have
measured) and placed within 1 foot of the center line of the lift posts. The
ramps of the drive-on lift in Bay 2 shall be pre-adjusted to within 2 inches
distance from the outer guide rails and the widest part of the wheelbase before driving the vehicle onto the
black roll-up ramps. When driving onto the red lift ramps, a vehicle should not
be steered more than +5° from centerline.
12. PAINTING AND SANDBLASTING
(Class A Rule)
Painting
and sandblasting are prohibited inside the Garage. Sanding and sandblasting may
be performed on the Washpad or in the Parking Lot.
13. FLAMMABLE STORAGE (Class A
Rule)
All
flammable fluids, oils, and lubricants shall be stored in the Metal Storage
Shed provided for this purpose. No flammable fluids or materials shall be
stored in the bay or shop area except in small quantities and in approved
containers in the Front-Room Locker.
14. MOTORIZED PARTS-WASHER
(Class A Rules)
a. Do
not remove or "borrow" solvent from the motorized Varsol Parts
Washer. The drum needs to remain full in
order to maximize the longevity and grease-stripping efficiency of the solvent
as a whole. Moreover, the solvent per se does
not belong to the Club - it is part of an overall leased service.
b. Do
not pour foreign liquids or grease into the Varsol Parts-Washer, especially old
antifreeze and oil.
15. SPECIAL WINTER OPERATIONS
(Class A Rules)
a. Do
not turn the water supply off at the main or at either of the two intermediate
valves for any reason except a burst pipe. A pipe-heating system has been
installed for year-round running water.
b. Do
not tamper with any part of the pipe-heating system, especially the outdoor
freeze caps and electric plugs.
c. The
Remote Faucet at the Wash Pad is normally Locked-OFF during freezing periods.
Contact an Officer to reactivate (and subsequently purge) this water water line
if required. The other faucet is usable year-round.
d. Be
certain to turn off the FRONT ROOM Baseboard Heaters at the Breaker Panel when
locking up the Garage. Do not adjust the settings on each individual Heater.
e. Be
certain to turn off the Main Bay Ceiling Heaters at the master switch at the
rear of Bay 2 when locking up the Garage. Do not set the master thermostat
above 64° (except during classes, parties, and meetings).
